Vextrix is providing client-side Project and Programme Management services to SEGRO in the development and delivery of SEGRO Logistics Park Radlett. Our team has supported SEGRO on the project since 2016.
The scheme will deliver 335,000 sq m of sustainable logistics space, supported by an on-site Strategic Rail Freight Interchange (SRFI) within 600 acres of managed woodland and public country park.
The rail infrastructure scope we manage includes a new connection to the Midland Main Line, private sidings, an intermodal terminal, a connecting chord and a rail-over-rail intersection structure; all delivered through Network Rail’s Asset Protection process.
Vextrix also manages off-site gauge enhancements on the Midland Main Line and Dudding Hill Lines. These are delivered by Network Rail’s Capital Delivery who we manage on behalf of the Client.
Wider works comprise major earthworks, landfill remediation, oil pipeline diversion, estate roads and significant highways improvements, including a new bypass and M25 junction upgrades.
Due to the site’s historic landfill use, extensive enabling works were required. Vextrix supported the agreement of various permits and licences with the Environment Agency, in order to deliver ground remediation, landfill treatment, and material reuse. We have managed the delivery of environmental mitigation, including Great Crested Newt habitat creation and protected species relocation, acid grassland translocation, groundwater monitoring, and implementation of a groundwater abstraction system. Our team have also managed site enabling works, including ground investigations, utilities diversions, and retention of the Midland Main Line to create a working area for the MML Underbridge construction.
We have managed the progression of the rail infrastructure through masterplanning, planning submissions and reserved matters approval, followed by technical Option Selection, Approval in Principle, Detailed Design and construction.
The Scope includes major modifications to the operational railway, including a new junction on the Midland Main Line and a four-track rail-over-rail intersection structure. Rail delivery was coordinated by Vextrix alongside the adjacent commercial development, including the rail-served warehouse complex and intermodal terminal.
Vextrix has led rail matters on behalf of the Client, managed interfaces with wider infrastructure works and worked closely with Network Rail under a third-party delivery model. The role has included NEC Project Management, Contract Administration, and Quantity Surveying services for the rail contract with VolkerFitzpatrick, alongside oversight of the rail consultant team to maintain alignment with the overall programme.
The Midland Main Line Underbridge was delivered during a 9-Day Christmas 2024 MML blockade. This was achieved through a complex integrated programme accelerated with minimal notice in late 2023. This delivery beat the baseline programme by 25% in order to minimise disruption to the operational railway and minimise risk to the wider project programme. Delivery of the structure was assured from the feasibility stage through to construction wholly through Network Rail’s Asset Protection processes.
Close collaboration with Network Rail and train operators enabled progression from Option Selection to Commissioning within 18 months, 5 months faster than originally planned. Safety was managed through early methodology planning, temporary works coordination, and application of the Common Safety Method, alongside engagement with the Office of Rail and Road. Programme certainty and cost control were maintained through clear requirements, early decision-making, and award-winning collaborative working. A coordinated permanent and temporary works strategy allowed for significant offline construction, reducing possession time and operational impact.
The on-site rail works and off-site gauge enhancements have been delivered under Network Rail standard contracts, managed by Vextrix as Customer Representative. Network Rail Agreements included BSA, DSA, BAPA, APA, BIA/IA, and associated Bridge, Maintenance, and Connection Agreements. Vextrix act as the nominated Client Representative for all Network Rail interface matters, managing stakeholder coordination, agreement negotiation, methodology approvals, programme alignment, and assurance processes, including CDM, CSM, and Interoperability.
Simon Clark, Vextrix’s Advisory Services Director, has led the rail delivery of SEGRO Logistics Park Radlett’s mainline connection and Strategic Rail Freight Interchange on behalf of Vextrix and SEGRO, guiding the infrastructure from master planning through to construction in coordination with Network Rail and the wider consultant team.
